The environment is constantly modifying the life of both individual and group these, in turn, are constantly modifying their environment and the relations of individuals to one another modify both the individual and the group. Every state consist ultimately of a number of individuals, each having certain physical and mental characteristics, existing in certain relations with one another, and the whole existing in a certain natural environment. It must further remembered that while, for convenience, the physical basis of the state is subdivided into (1) the natural environment and (2) the population, the connection between these two is very close.
